With those setting enabled, there are no Microsoft Edge shortcuts in new profiles, but it doesn't stop Edge from running if there is an existing profile with Edge shortcuts already created. But in limited testing these options seem to work. This is all in testing right now, we have not rolled out Win 10 in production yet, really we are not even close to rolling it out. This creates other issues like the Calculator also is disabled. This service sets up Metro apps for new users, so if it is disabled, things like Edge and Store don't get setup for new users and are in a sense disabled.
